If not, you need quantity of 5 minimum and things get really screwed up adding seats seats purchased via a different VL agreement - TRUST me. You want this separate is the expiration dates, # of users, etc., will be different and if you ever need to add individual licenses, you can do that if you have an existing VL agreement. Open a VL account for Company B for x number of whatever O365 plan(s). Open a VL account for Company A for x number of whatever O365 plan(s). The only issue I see is why would Company C that isn't related to A or B be paying for them? If Company C is a reseller, this isn't the way to do this. Once you receive the key from Microsoft, you apply it to whichever company you need.

Whoever purchases the VL license is the one that pays the bill to the reseller. Open the VL agreement via a licensing partner if they don't already have one, once you get the activation emails, go through the process and apply the VL subscription to the tenant in question. You are issued a key to activate via the O365 portal for x number of licenses for whatever subscription which isn't really tied to the specific O365 Tenant at that point. The easiest thing for Office 365 is to purchase via Volume Licensing. Don't confused O365 billing and activating Office 2013/2016 OEM/Retail keys that you have to "activate" via a Microsoft account which you can only tie so many to one Microsoft account as mentioned above.
